Every decentralized system faces it. Blockchain solved it with consensus mechanisms — Proof of Work, Proof of Stake, BFT variants. Federated Learning solved it by... not solving it. There is always a central aggregator. Someone runs the parameter server. Someone decides the model architecture. QIS takes a different approach.
