Introduction¶ Artificial intelligence now shapes access to credit, housing, employment, healthcare, and justice. In each of these domains, the decisions an algorithm makes can determine whether a person receives a service or is denied it, whether they are surveilled or left in peace, and whether they are treated as an individual or reduced to a statistical profile. Because these decisions touch the rights that democratic societies have spent decades codifying into law, the intersection of AI and fundamental rights is no longer a theoretical concern. It is an operational reality that demands practical attention from everyone who builds, deploys, or regulates these systems.
